      Stephen James Chipper was born in Perth, Australia 29 May 1835. His father came from Plymouth in 1830. His wife, however, came from London 9 May 1854 on the Travencore.
      He lived with his father, John, who had brought the family name to Australia two months after the WA colony was formed.
      Stephen married Maria Sophia Campbell in 1861 and had 9 children with her in the next 15 years. Unfortunately many of the children died from different diseases.
      Making a risky career move, he became a publican, being the licensee of the 'United Services Tavern'. He also owned a lot of property in Perth. Although he was a member of one of the richest families in WA, a lot of people judged him negatively as they considered themselves to be 'higher class.'
      In January of 1886 he became sick and the next month (4 February 1886) died, leaving a wife and five children.

      Historic Associations.
      A pleasant ceremony took place in the lounge of the new Criterion Hotel, Hay
      street, yesterday, when a tablet commemorative of its link with the early days
      of the State was unveiled in the presence of a gathering largely representative of the Chipper and Norrish families, and other prominent citizens. The tablet was unveiled by Mrs. J. W. Norrish, who, as Gertrude Amelia Chipper, laid the foundation stone of the old Criterion Hotel, then known as the John Bull Inn, on March 6, 1878.
      Mr. A. C. McCallum, chairman of the Swan Brewery Co., Ltd., introducing Mrs.
      Norrish, recalled that she had laid the foundation stone of the old building when
      she was only three years and eight months old. She was a daughter, he said, of the late Mr. J. C. Chipper, who owned the hotel in 1871. The Chippers of those days seemed to have been excellent citizens and very prominent and enterprising. S. J. Chipper conducted the United Service Hotel in 1871, R. W. Chipper ran the New York Hotel, York, and Thomas Chipper was said to have held the licence for the Commonwealth
      Hotel in St. George's-terrace. J. C. Chipper, who owned the Criterion, was the first
      to have a hotel in Perth lit with electric light, and one of the original poles was still standing. Previous holders of the John Bull Inn had been Mrs. Rogers in 1855, H. A. Dare in 1863, and P. Maloney in 1869.
      Mr. McCallum concluded by mentioning the faith which the Swan Brewery Co., Ltd., had always had in Western Australia-a faith which it had justified by the erection or reconstruction of so many buildings.
      Mrs. Norrish then unveiled the tablet, her son, Mr. J. H. Norrish, responding on
      her behalf and gracefully thanking the Swan Brwery Company and its general
      manager (Mr. A. W. Jacoby) for having arranged the function.
      The guests were entertained at after noon tea, during which the toast of the Chipper and Norrish families was proposed by Sir Walter James, K.C. There must have been some riotous times in Perth in the early days, Sir Walter said jocularly, with three hearty Chippers conducting hotels in the city and another running the coach between
      Perth and York. He had regretted the replacing of the name John Bull Inn by that of Criterion, he said, and would have preferred to see a restoration of the old style inn names. But when he had suggested it to Mr. Jacoby, he had been told that he was out of date. (Laughter.) He had great pleasure in associating with the toast the name of the Norris family, which was well known in the Great Southern district.
      Suitable responses were made by Mr. Fred Chipper and Mr. J. H. Norrish. Mr. A. W. Jacoby was an assiduous host.

    • John Kirwan Richards employed ex-convicts in his business, and also trained his sons to the trade. His reputation for workmanship was extremely high. The most fastidious client was S.J. Chipper who as Clerk of the Course for the W.A. Turf Club in the 1880's was noted for the excellence of his riding boots.
      Note John Richard's was the father-in-law of his brother Thomas (second marriage).
